The freeways are no longer the battlezone that there were back in the 2030s. E.D.S.E.L. is not responsible for this turn of events: road duels were on their way out the moment the rules for dropped weapons automatic fire went from triggering every second to every phase.
5th edition has not helped matters much. Increasing the scale by a factor of 3 has made street duelling all but impossible.
